QA Manual Clarification Question Importance: High Caution: This is an external email and may be malicious. Please take care when clicking links or opening attachments.

I hope your Holiday season is going well.

I would like to ask a clarifying ques on regarding the Vallecitos license transfer applica on.

On the top of p. A20 in the September 1, 2023 applica on, it states the following:

NorthStar Group employees and contractors will be qualified for their positions in accordance with the applicable Vallecitos Technical Specifications and Quality Assurance Program Manual requirements. NorthStar Vallecitos will develop a new Quality Assurance Program Manual ("QAPM") to implement NorthStar Quality Assurance documents. The NorthStar Vallecitos QAPM will control any activities that affect the quality of structures, systems, and components ("SSCs") classified as important-to-safety ("ITS").

Am I correct to infer from this text that NorthStar plans to employ one Quality Assurance document for stang purposes, e.g., hiring, and a second Quality Assurance document for ac vi es impac ng importanttosafety structures, systems and components?

Please respond as soon as possible.

Thanks, Chris Allen Let us cross the river and rest in the shade of the trees.
