UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 December 11, 2023 IN RESPONSE, PLEASE REFER TO: M231102 MEMORANDUM TO: Daniel H. Dorman Executive Director for Operations Carrie M. Digitally signed by Carrie M. Safford FROM: Carrie M. Safford, Secretary Safford Date: 2023.12.11 15:53:04 -05'00'

SUBJECT:

STAFF REQUIREMENTS - STRATEGIC PROGRAMMATIC OVERVIEW OF THE OPERATING REACTORS AND NEW REACTORS BUSINESS LINES On November 2, 2023, the Commission was briefed by the NRC staff on topics associated with the Operating Reactors and New Reactors Business Lines.

The meeting, which was held in the Commissioners Hearing Room, One White Flint North, Rockville, Maryland at 9:00 a.m. Eastern Time, was open to members of the public attending in person and via webcast.

Within three months, the staff should provide the Commission with a roadmap to restore the license renewal program to a path of timely and predictable reviews and achieve the goal of 18-month reviews. The roadmap should include action items and deadlines to risk inform renewal reviews, leverage operating programs, leverage previous reviews, and leverage the agencys and industrys operating experience in aging management. It should also include dates for achieving staffing levels appropriate for the workload and request any resource allocation or reallocation, if necessary, that the Commission would need to provide. The staff should provide routine updates on roadmap progress.
