With respect to the first part of your request, please note that the two enclosures are already publicly available in the U.S.
Nuclear Regulatory Commission (NRC)'s official recordkeeping repository, Agencywide Documents Access and Management Systems (ADAMS). The accession number for Enclosure 1 is ML15334A121. The accession number for is ML15331A096.

With respect to the second part of your request, we tasked the Office of Nuclear Reactor Regulation (NRR), Region I, Region II, Region III, and Region IV to search for any responsive records. None of these offices located any responsive records. However, RII and NRR staff called to our attention an exchange between David Lochbaum, Union of Concerned Scientists, and then-Chairman Burns in reaction to the NRC's response to Senator Markey, which may be of interest to you.
This exchange, including the NRC letter to Senator Markey and its enclosures, is already publicly available in ADAMS as ML15355A463.
