STAFF REQUIREMENTS - BRIEFING ON REGION I ACTIVITIES AND EXTERNAL ENGAGEMENT

On November 16, 20 23, the Commission was briefed by the NRC staff and an external panel on Region I activities, including feedback on communications and interactions with NRC regional staff. The external panel included Jeff Semancik, Director, Radiation Division for the Connecticut Department of Energy and Environmental Protection; Thomas Congdon, Executive Deputy and Deputy Chair, New York State Department of Public Service and Chair, Indian Point Decommissioning Oversight Board; Sarah Abramson, Executive Director, C-10 Research &

Education Foundation; Matt Herr, Senior Vice President, Mid-Atlantic Operations, Constellation Energy; and Marco M. Torres, Sterilization Principal Engineer and Radiation Safety Officer, Baxter Healthcare Corporation.

The meeting, which was held in the Region I Market and Broad Conference Room, King of Prussia, Pennsylvania at 9:00 a.m. Eastern Time, was open to members of the public attending in person and via webcast.

The staff should update the Commission by Commission Assistants Note within 60 days of this staff requirements memorandum on the status of its continued coordination with the Office of Management and Budget (OMB) to pursue the NRC-specific legislative proposal developed under SECY 0060, Legislative Proposal Related t o Challenges Involving Resident Inspector Recruitment, Retention, and Relocation, for addressing the issue of tax treatment of relocation expenses for resident inspectors. If the efforts with OMB are unsuccessful, staff should prepare a SECY paper with options to address the issue.

Within 6 months of issuance of this Staff Requirements Memorandum, the staff should consolidate and revitalize the NRC webpages on public engagement (e.g.,

https://www.nrc.gov/public-involve/open/public-participation.html, https://www.nrc.gov/public-involve.html, https://www.nrc.gov/public-involve/open.html, and https://www.nrc.gov/public-involve/stakeholder-involvement.html) so that the information is easy to locate and navigate, clear and concise, updated and kept up to date, and provides a one-stop-shop for all relevant NRC information and resources on public engagement and access to public information. The staff should designate a point of contact(s) and provide contact information to receive and respond to questions and input from the public on this updated webpage. In undertaking this action, the staff should review and adopt best practices used by other federal agencies for

consolidating similar information and designing effective web-based resources for engaging members of the public. The staff should inform the Commission of any resource constraints or specific resource needs for accomplishing this activity.
