Information for New Radiation Control Program Directors What is the role of the Organization of Agreement States (OAS)? It is to provide a mechanism for Agreement States to work with each other and with the NRC on regulatory issues. This organization can bridge the gap between the states and the NRC. OAS works with the NRC to create opportunities for membership to have greater involvement in the development of the policies, guidance, and regulations. The OAS Board can provide state programs with helpful knowledge, guidance, and assistance for IMPEP reviews.

What is the role of the Conference of Radiation Control Program Directors (CRCPD)? It is to promote consistency in addressing and resolving radiation protection issues, to encourage high standards of quality in radiation protection programs, and to provide leadership in radiation safety and education. CRCPD's primary goal is to assure that radiation exposure to individuals is kept to the lowest practical level, while not restricting its beneficial uses. CRCPD's primary membership is made up of radiation professionals in State and local government that regulate the use of radiation sources.

What is the National Materials Program (NMP)? The NMP is the broad collective framework within which both the NRC and the Agreement States function in carrying out their respective regulatory programs for radioactive material. The mission of the NMP is to create a genuine partnership between the NRC and the Agreement States that will ensure protection of public health, safety, security, and the environment from the hazards associated with radioactive material.

What is the Integrated Materials Performance Evaluation Program (IMPEP)? IMPEP is a performance evaluation process that provides the NRC and the Agreement States with systematic, integrated, and reliable evaluations of the strengths and challenges of their respective radiation control programs and identification of areas needing improvement. IMPEP is also used to evaluate the health of the NMP.

What is a Regional State Agreements Officer (RSAO)? The RSAO serves as the primary point-of-contact with the Agreement States. The goal of the RSAO is to keep open lines of the communication between the Agreement State and the NRC.

What is a Regional State Liaison Officer (RSLO)? The RSLO serves as the primary point-of-contact to the Governor-appointed State Liaison Officer (SLO) to the NRC regarding all topics related to NRC activities in the state, except for elements of the Agreement State program (if applicable). The RSLO specifically maintains open lines of communication with the SLO and other state agencies (e.g.,

emergency management, environmental quality) relative to questions on any nuclear power plants, fuel cycle facilities, high and/or low-level radioactive waste facilities, radioactive waste transportation activities, and/or other NRC-licensed activities in the state.

What is NRC-Sponsored Training? The NRC provides NRC-Sponsored training for Agreement State staff who are working towards qualifications as inspectors and license reviewers. These training courses ensure inspectors and license reviewers can focus their reviews of licensees radiation control programs on protection of public health, safety and security and protection of the environment.

By offering these training courses, we ensure that inspectors and license reviewers from various Agreement State programs are trained in the same manner as the NRC inspectors and license reviewers. As a new RCPD, you or a selected designee can be the training coordinator and will submit applications for your staff as soon as the courses are made available. NRC provides several opportunities throughout the year for training. A yearly schedule is posted on the Agreement State Training Web site.
