SUMMARY
OF THE OCTOBER 26, 2023, OBSERVATION PUBLIC MEETING TO DISCUSS REACTOR FLANGE TOOL SUPPORT DESIGN The U.S. Nuclear Regulatory Commission (NRC) conducted a virtual observation public meeting/teleconference on October 26, 2023. The purpose of this meeting was for NuScale Power, LLCs (NuScale) to present its plan for the topical report on the Reactor Flange Tool Support (RFTS) Design for the US460 design.
The public meeting notice was posted on the NRC public website on October 25, 2023, and can be found under Agencywide Documents Access and Management System (ADAMS) Accession No. ML23298A076. NuScales presentation materials for this public meeting can be found under ML23296A172. The enclosure to this memorandum provides a list of the meeting participants.
During the open portion of the meeting, NuScale stated its intent to submit a licensing topical report on this topic and provided a description of its approach for the NuScale power plant to comply with the general design criteria of Title 10 of the Code of Federal Regulations (10 CFR)
Part 50, Appendix A and quality assurance in Appendix B.
NuScale stated these general design features allow for a broad range of NuScale power plant designs, including the recently submitted US460 standard design approval application. NuScale also introduced the topics that would be presented during the closed portion of the meeting.

NuScale provided a short summary of the following:
Goals of the pre-submittal meeting.
Purpose of pursuing a RFTS topical report.
A description of the RFTS design.
Timing of submittal and requested review.
At the conclusion of the open session of the meeting, the public attendees were provided with the opportunity to make comments and ask questions. No member of the public made any comments on the discussions or asked any clarification type questions.
After the public portion of the meeting, the NRC staff and NuScale discussed the proprietary aspect of NuScales approach in a closed session.
NuScales proprietary presentation focused on the approach for the NuScale power plant to demonstrate compliance with the design-related portions of 10 CFR Part 50, Appendix A and Appendix B, including a discussion on:
RFTS seismic analysis Fuel seismic analysis RFTS structural analysis The NRC staff provided feedback and asked clarifying questions on NuScales approach throughout the presentation. NuScale anticipates submitting its topical report on the reactor flange support tool design later this year.
