TERRAPOWER, LLC - DRAFT SAFETY EVALUATION OF TOPICAL REPORT NATD-FQL-PLAN-0004, FUEL AND CONTROL ASSEMBLY QUALIFICATION, REVISION 0 (EPID: L-2023-TOP-0017)
Dear Mr. Wilson:
By letter dated January 25, 2023, TerraPower, LLC (TerraPower) submitted topical report (TR)
NATD-FQL-PLAN-0004, Fuel and Control Assembly Qualification, Revision 0, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23025A409), for the U.S. Nuclear Regulatory Commission (NRC) staffs review. The TR identifies acceptance criteria for fuel qualification and presents select fuel qualification results in addition to ongoing and planned fuel qualification activities. The TR also summarizes a notional fuel surveillance plan for the collection of data to address certain targeted gaps and to help develop new fuel designs.
Following the initial TR submittal, TerraPower identified minor errors in the TR and submitted corrections by letter dated April 18, 2023 (ML23109A099).
By email dated March 31, 2023, (ML23086C080), the NRC staff informed TerraPower that the TR provided sufficient information for the NRC staff to conduct a detailed technical review.
Subsequently, the NRC staff performed an audit (ML24043A155) from June 26, 2023, to August 18, 2023, to support the TR review.
The results of the NRC staffs review of the TR are summarized in the enclosed draft safety evaluation (SE). An unredacted version of the SE has been placed in the NRC Box folder to which you have access. A draft of this SE is also being provided to the Advisory Committee on Reactor Safeguards (ACRS) in advance of a May 15, 2024, ACRS subcommittee meeting regarding the TR. The final SE will be issued to TerraPower following the completion of ACRS interactions regarding the TR.
