Initial Observations PSAR 13.6_Readiness Assessment_Phase 1.pdf Good Afternoon, Attached are initial NRC staff observations on draft PSAR Section 13.6, Security that staff viewed in TVAs electronic reading room as part of Phase 1 of the Readiness Assessment of the draft Clinch River CP application.

After all six phases of the Readiness Assessment are completed, NRC will transmit, via letter, a compilation of all final Readiness Observations on the Clinch River CP PSAR chapters and sections. The nomenclature initial is being used to account for potential TVA updates to the PSAR before the end of the Readiness Assessment.

If TVA makes any future updates to the draft PSAR chapters and sections for follow up observations by NRC staff, please contact me, Greg Cranston or Sean Gallagher.

Readiness Assessment - Phase 1 Initial Readiness Assessment Observationsi on draft PSAR Section 13.6, Security Clinch River CP application November 15, 2023 Basis for Observation/Comment Readiness Assessment Observations Chapter 13.6, Security 10 CFR 73.56 and 73.57 SRP 13.6.4, Table 1 The added text of the 8th paragraph by reference, "the construction access program will provide for transition of procedures to operational authorize measures of 10 CFR 73.56 and 73.57", but it is unclear how the transition into the operational program would be implemented. This should be clarified in the PSAR.

The licensee should also consider guidance in Table 1 SRP 13.6.4 for determining AA measures prior to fuel in the protected area, while transitioning into their operational program.

Readiness Assessment - Phase 1 Basis for Observation/Comment Readiness Assessment Observations Per 10 CFR 73.55(a)(4), the requirements for physical protection of licensed activities in nuclear power reactors against radiological sabotage shall be implemented before fuel is allowed onsite (protected area).

Observation for Table 13.4-101 in the pre-application activities. Instead of Fuel Receipt for the Implementation Milestone, it should be Prior to receipt of fuel onsite (protected area), in accordance with 10 CFR 73.55(a)(4). Although the SRP states Fuel Receipt this has been changed for recent design centers (e.g., AP1000 and ESBWR) as Prior to receipt of fuel onsite (protected area) was determined to be less ambiguous.
