My name is Paul Gunter and I am the Director of the Reactor Watchdog Project for Beyond Nuclear in Takoma Park, MD. I am submitting the following comments to the NRC electronically using the email address < PerryEnvironmental@nrc.gov >.

The National Environmental Policy Act (NEPA) requires the consideration of all relevant environmental impact information. Therefore, why is the NRC only considering the Perry Unit 1s operational impacts during the initial license extension's impact (40- to 60-years) on climate change and not climate change's environmental impacts on the nuclear power station's safe and reliable operations projected into the 40- to 60- year license renewal period? Failure to consider climate changes adverse impacts on the safe and reliable reactor operations in this major federal action would be a violation of NEPA.

I direct your attention to the January 9, 2023, Federal Register Notice [CEQ-2022-0005]

submitted by the Council of Environmental Quality's "NEPA Guidance on Consideration of GHG Emissions and Climate Change," Section 5, Considering the Effects of Climate Change on a Proposed Action. 2 It states, and I note directly applies to the proffered NAS example of projecting modernized standards for PMP for NRC license renewals, Such considerations are squarely within the scope of NEPA and can inform decisions on siting, whether to proceed with and how to design potential actions and reasonable alternatives, and to eliminate or mitigate effects exacerbated by climate change.3 Thank you,
