OF OCTOBER 25, 2023, PUBLIC MEETING TO DISCUSS NRC AND INDUSTRY ACTIVITIES ON DEVELOPING PRA METHODS DATABASES On October 25, 2023, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting with the Nuclear Energy Institute (NEI) and other external stakeholders. The announcement for this public meeting is available in ADAMS ( ML23276A237). The purpose of this meeting was to discuss the development of probabilistic risk assessment (PRA) methods databases by both the NRC and industry. Both the NRC and NEI provided presentations on their respective PRA methods database development efforts. The staffs and NEIs presentation slides are available in ADAMS at ML23296A088 and ML23305A006, respectively. The enclosure to this document lists the meeting attendees.

In its presentation, the NRC staff provided the key messages of the development of its PRA methods database. The staff communicated that its database was to be used as a knowledge management tool for NRC analysts, especially those performing risk-informed license amendment request reviews. In addition, it was stated that the NRC database will not be used as a regulatory tool, and that the appropriate disclaimers would be added to the NRC database before it is released for use to NRC staff and external stakeholders, including the public.

K. Dickerson The staffs presentation also provided the background on why the NRC was developing a database of PRA methods, the database content, and current status of work. In addition, Sandia National Laboratories provided a short demonstration of a pre-release version of the NRC database. The NRC presentation also highlighted how it was collaborating with the Electric Power Research Institute (EPRI), who is one of the key stakeholders in the development of the industrys PRA database, to significantly reduce the duplication of effort in creating two different databases. In addition, potential areas for future collaboration were discussed.

The NEIs presentation provided an overview of the industrys PRA Knowledge Management Tool. The presentation included the purpose, objectives, and approach of this tool. The presentation also briefly discussed how the PRA methods were generated via a method collection form. NEI also provided the status of their effort. The presentation stressed what the tool was to be used for knowledge management and its limitations. NEI communicated that the PRA Knowledge Management Tool will be maintained by EPRI as part of their publicly available Wiki site. NEI broached the topic of collaborating with NRC for input on additional methods to be added to their tool and for opportunities for review and maintenance.

EPRI asked a few questions regarding how the NRC database would be maintained in the future and additional clarifications on how the NRC would ensure the use of the PRA method database would not be used as regulatory tool. The NRC responded that a detailed plan on how the database would be maintained in the future was still being developed. The staff also indicated that future discussions will be had to develop the appropriate level of guidance for the NRCs PRA Methods Database. The meeting was concluded when no further comments or questions were identified from the participants, including the public.
