The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). The staff discussed with Oklo its proposed approach to licensing that may be used in a future application for a spent fuel reprocessing facility.

M. Hayes In the open portion of the meeting, Oklo presented an overview of their reactor design, background on fuel recycling and electrorefining technology, and plans to develop a licensing pathway that fits Oklos technology (ADAMS Accession no. ML23208A209). Oklo emphasized that there is a lot of interest in the carbon-free technology that they are developing and designing. The goal of this meeting was to present Oklos initial research into their intended pathway for licensing of a commercial recycling facility and to obtain feedback from the NRC staff, which would inform the next steps in the pre-application engagement process.

At the end of the open portion of the meeting, members of the public were invited to provide comments or ask the NRC staff questions pertaining to the scope of the meeting.

Public comments included concerns that the majority of the meeting was closed to the public and a request to have more open meetings in the future. Other concerns were raised related to exemptions that would be needed for licensing reprocessing facilities and security considerations for Category 1 facilities. The NRC staff responded that these gaps were previously identified and any policy questions would be resolved by the Commission.
