MEMORANDUM TO:
Kevin Williams, Director Division of Materials Safety, Security, State Tribal Programs Office of Nuclear Material Safety and Safeguards FROM:
Adelaide Giantelli, Branch Chief State Agreement and Liaison Program Branch Division of Materials Safety, Security, State and Tribal Programs Office of Nuclear Material Safety and Safeguards
SUBJECT:
WORKING GROUP ASSESSMENT OF THE INTEGRATED MATERIALS PERFORMANCE EVALUATION PROGRAM AND THE MANAGEMENT REVIEW BOARD PROCESS.
The purpose of this memorandum is to communicate the results and recommendations from the working group efforts to assess the Integrated Materials Performance Evaluation Program (IMPEP) process to provide a proactive assessment of the National Materials Program (NMP) radiation control programs (RCPs) performance. In addition, results and recommendations are included from the working groups evaluation of the effectiveness of the IMPEP program to anticipate, predict, identify, and develop strategies prior to a decline in an IMPEP performance indicator of a RCP that would result in an unsatisfactory finding by the Management Review Board Chair.
The working group identified five recommendations through stakeholder engagement and IMPEP performance data review for consideration by the Division of Materials Safety, Security, State and Tribal Programs Director and future discussion with senior management regarding implementation. The five recommendations offer improvements in two fundamental areas: (1) enhance awareness of Agreement State performance and (2) improve the IMPEP assessment process of a RCPs performance.

Implementation of the recommendations will leverage the strong working relationship between the Agreement States and the U.S. Nuclear Regulatory Commission in promoting public health, safety, and security across the NMP.
