OF THE OCTOBER 23, 2023, PRE-SUBMITTAL MEETING WITH STUDSVIK SCANDPOWER INC. REGARDING A REVISION/SUPPLEMENT TO SSP-14-P01-028-TR-P-A, GENERIC APPLICATION OF THE STUDSVIK SCANDPOWER CORE MANAGEMENT SYSTEM TO PRESSURIZED WATER REACTORS TOPICAL REPORT (EPID L-2023-LRM-0066)

On October 23, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held an observation meeting with representatives of Studsvik Scandpower Inc. (Studsvik). The purpose of the meeting was for Studsvik representatives and the NRC staff to discuss the licensing schedule and technical aspects related to a future revision or supplement to SSP-14-P01/028-TR-P-A, Generic Application of the Studsvik Core Management System to Pressured Water Reactors, topical report (TR). The meeting was noticed on September 25, 2023, and is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23292A260. The Studsvik presentation materials are available at ADAMS Accession No. ML23293A034.

The meeting was conducted as a hybrid meeting with attendees joining either in-person in an NRC conference room, or online via Microsoft Teams. Studsvik representatives attended the meeting in-person and online with additional industry representatives. No members of the public were in attendance. A list of meeting attendees is enclosed.

Vic Cusumano, Acting Deputy Director of the Division of Operating Reactor Licensing (DORL) in the Office of Nuclear Reactor Regulation (NRR), and Phil Sharpe from Studsvik provided opening remarks. Studsvik representatives then provided a background of the existing TR SSP-14-P01/028-TR-P-A, Generic Application of the Studsvik Core Management System to Pressured Water Reactors (ADAMS Accession No. ML17236A419). Then the Studsvik representatives outlined the updated limitations and conditions the revision or supplement would provide: (1) Increase enrichment limitation from 5 to 10 weight percent U-235, (2) Increase rod average burnup limit from 62 GWd/MTU to a fuel vendor specified limit, and (3)

Acknowledgement that the current CMS5 methodology can be applied to boron controlled pressurized water reactor and small modular reactors. Lastly, a summary, and next steps for future interactions was provided. Studsvik plans to submit the supplement in the first quarter of

calendar year 2024. A standard review was requested per LIC-500, Topical Report Process (ML20247G279), without utilization of contract support.

The NRC staff then asked if additional validation data would be provided, to justify increasing enrichment from 5 to 10 weight percent of U-235. Studsvik representatives noted additional data would be provided. Studsvik noted that there are no methodological limitations in CMS5 with respect to enrichment. The NRC staff commented to consider applications of power gradients and various correction factors. Regarding the project management timeline, the NRC staff requested if Studsvik intended to submit a fee exemption request per 10 CFR 170.11 for this supplement. Studsvik representatives noted there is not an intention for a fee exemption request at this time. The NRC staff then asked if Studsvik had a specific date for issuance Studsvik noted no specific dates at this time. Lastly, the NRC staff asked a clarification question that this supplement would only be an update to limitations and conditions, with no methodology changes, which Studsvik confirmed.

Gerond George, Chief of the Licensing Projects Branch of DORL in NRR, made closing remarks and Phil Sharpe provided closing remarks for Studsvik.

No regulatory decisions were made in the meeting.
