SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ADAMS Accession No. ML21180A271). Key aspects of the meeting included the following:

On October 10, 2023, the NRC staff held a partially closed public meeting with TerraPower. The purpose of the meeting was to discuss NRC staff feedback on TerraPowers topical report (TR), Radiological Source Term Methodology, Revision 0 (ML23223A235). At the time of the meeting, the NRC staff was in the process of performing a completeness determination on the TR to assess whether there was sufficient technical information to allow the NRC staff to begin its detailed technical review.

The NRC staff began the public meeting with introductions and explained that a portion of the meeting would be closed to the public due to the discussion of export controlled and proprietary information.

During the public portion of the meeting, TerraPower discussed how it plans to incorporate, by reference, the TR in a forthcoming construction permit application (CPA) for its Natrium demonstration reactor. TerraPower intends to submit its CPA to the NRC in March 2024 (ML23214A199). TerraPower also clarified that it does not plan to revise the TR during the NRC staffs review of the CPA.

During the public portion of the meeting, the NRC staff received comments from one member of the public.

During the closed portion of the meeting, TerraPower presented one slide titled, Expanded Scope for [Design Basis Accident] with Release [Evaluation Model], which TerraPower previously presented to the NRC staff during a public meeting held on October 5, 2023 (ML23257A065). The slide was included in the publicly available meeting materials associated with the October 5, 2023, public meeting (page 28)

(ML23265A546).

TerraPower took an action to submit a summary to the NRC staff of how it plans to integrate this TR into the Natrium demonstration reactor CPA.

In closing, the NRC staff and TerraPower representatives discussed the next steps for future interactions regarding the TR.

No regulatory decisions were made at this meeting.
