ACU MSRR Section 9.8 Audit Question
Dear Dr. Towell,
Below is a question the NRC staff has prepared for Abilene Christian University (ACU) related to the ACU Preliminary Safety Analysis Report, primarily Section 9.8, Other Auxiliary Systems. The NRC staff would like to discuss this question within the scope of the ACU construction permit (CP) application review Audit Plan for Chapters 1, 5, 8, 9 (Except 9.2 and 9.6), 10, 11, 12, 14-18, and General Topics (see audit plan dated 3/2/2023, ML23065A052), and I am providing in advance to facilitate discussion during an audit meeting. Question 9.8-1 Figure 3.1-2, Cross Section View of Science and Engineering Research Center, of the MSRR PSAR, Rev. 0, depicts a crane that can operate over the research bay and systems pit. Design and operation of the crane does not appear to be addressed in the PSAR, although the NRC staff notes that use of the crane with attached heavy loads could pose a potential challenge to the safety of the MSRR. Please describe how crane operation and any credible malfunction would be precluded from:
- creating conditions that would cause an unanalyzed reactor accident;
- causing an uncontrolled release of radioactive material beyond those analyzed in Chapter 13 of the MSRR PSAR; or
- preventing safe shutdown of the reactor.
For any design features that provide this protection, please describe the design bases and the applicable design criteria.
