OF OCTOBER 19, 2023, MEETING

SUMMARY

REGARDING POTENTIAL LICENSE AMENDMENT REQUEST CHANGE TO TS 3/4.8.3 FOR V.C. SUMMER NUCLEAR STATION On October 19, 2029, the U.S. Nuclear Regulatory Commission (NRC) staff held an Observation Meeting public teleconference1 with representatives from the Dominion Energy (Dominion). The purpose of the meeting was for Dominion to discuss its plans to submit a license amendment request regarding an extension of the completion time for Action c of Technical Specification (TS) 3/4.8.3 for the V.C. Summer Nuclear Station, Unit 1, and to receive NRC staff feedback on what information would be needed to support the NRC staff review of the submittal. The request would change the completion time to re-energize one AC vital bus to its associated inverter from 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to 7 days.

During the meeting, Dominion staff indicated that they planned to include risk insights in the submittal, but they did not intend to make the request fully risk-informed, (i.e., not adhering to the guidance in Regulatory Guide 1.200, Revision 3, Acceptability of Probabilistic Risk Assessment Results for Risk Informed Activities). The licensee discussed some insights gained from their risk models (including fire and seismic models) and discussed defense-in-depth strategies that they believed were supportive of a 7-day completion time. The licensee indicated it reviewed precedent from a recent Hope Creek license amendment to extend a completion time. The NRC staff suggested that the licensee may find it helpful to also review precedent amendment from Palo Verde. The NRC staff reinforced that a discussion of the timelines for expected maintenance evolutions would be helpful.

The NRC staff also acknowledged that the change of the inverter equipment was done under a licensee-controlled program. The NRC staff noted, that although the change of the equipment wasnt the subject of the review, the type and nature of the currently installed equipment would factor into the appropriateness of the completion time.
