Commissioners and Staff:

In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), WCGS is submitting a change to the emergency plan. Specifically, one procedure and one form that implement the WCGS RERP have been revised. The revised documents are identified below:

1. Procedure EPP 06-021, TRAINING PROGRAMS, Rev. 16 Procedure EPP 06-021 has been revised. The procedure provides guidance for developing and implementing the station emergency response organization (ERO) training. In addition to ERO training, Severe Accident Management Guidelines (SAMG) training is also addressed.

A cognitive trend in missed training, specifically ERO In Person Muster meetings, was identified in Wolf Creeks Corrective Action Program indicated by condition report (CR) 10024694 and CR 10022654. The action was taken to communicate to station personnel the expectation to treat ERO training with the same rigor as other required training. To further reinforce the In Person Muster meeting training requirement, this procedure was changed to add In Person Muster as an annual qualifying activity.

Other changes made to the procedure were administrative in nature to address an organizational title change, update a reference, and correct grammar/typographical errors.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.

2. Form EPF 06-021-01, POST-DRILL ERO REMEDIATION PLAN, Rev. 0A Form EPF 06-021-01 has been revised. The form is used for personnel remediation of missed drill and exercise performance (DEP) opportunities. On pages 2 and 3 of the form, Superintendent Emergency Planning was changed to Manager Emergency Planning.

This change aligns with the approved title change for Emergency Planning.

These changes do not reduce the effectiveness of the Wolf Creek Radiological Emergency Response Plan.
