SUMMARY
OF THE OCTOBER 5, 2023, PUBLIC MEETING WITH NUSCALE POWER, LLC AND CARBON FREE POWER PROJECT REGARDING CARBON FREE POWER PROJECT PROPOSED OWNER-OPERATOR STRUCTURE The U.S. Nuclear Regulatory Commission (NRC) staff held a hybrid observation public meeting with NuScale Power, LLC (NuScale) and Carbon Free Power Project, LLC (CFPP) on October 5, 2023. The purpose of this preapplication meeting was to discuss the proposed CFPP Owner/Operator structure and the CFPP relationship with Xcel Energy Nuclear Services, LLC (XENS).
The notice for this public meeting was posted on the NRC public website on September 12, 2023, and can be accessed on Agencywide Documents Access and Management System (ADAMS) Accession No. ML23255A122. NuScales presentation slides are available to members of the public under ML23272A117.

During the open portion of the meeting, CFPP stated that CFPP will be the owner and operator of the CFPP facility, and that all permanent personnel on site will be CFPP employees.
Additionally, CFPP stated that it plans to utilize XENS and their nuclear operator experience.
Before the open portion of the meeting was adjourned, the staff opened the meeting to members of the public for questions and comments; however, the staff received no questions or comments from the public.
During the closed session, CFPP provided more details about its business plans and the timelines for partnering with other entities to develop its operational programs, site staff training and qualification, and the process for establishing CFPPs leadership team. CFPP also provided more detailed information about the scope of XENS support activities to CFPP. CFPP also provided the timelines for the development of various programs to indicate that all the required operational programs and the site staffs training and qualifications will be met in accordance with the regulations.
