Request for Comment Period Extension Request for Draft Guide 1404 Revision 1 Good Afternoon, The U.S. Nuclear Regulatory Commission (NRC) received your request to extend the comment period for Draft Guide (DG) 1404, Revision 1, Guidance for a Technology-Inclusive Content-Of-Application Methodology to Inform the Licensing Basis and Content of Applications for Licenses, Certifications, and Approvals for Non-Light-Water Reactors, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23194A194). Your comment requesting the extension of the comment period can be found in ADAMS at Accession No. ML23278A033.
Your comment requests the extension of the comment period that closes on October 10, 2023, on the basis that NEI 21-07, Revision 1, Technology Inclusive Guidance for Non-Light Water Reactors, Safety Analysis Report Content: For Applicants Using the NEI 18-04, is not publicly available. Similarly, in your request you assert that NEI 18-04, Revision 1, Risk-Informed Performance-Based Technology-Inclusive Guidance for Non-Light Water Reactor Licensing Basis Development, should also be added to the regulations.gov docket ID NRC-2022-0073.
The NRC staff provided publicly available ADAMS Accession Numbers to both NEI 21-07, Revision 1 (ML22060A190), and NEI 18-04, Revision 1 (ML19241A472), in DG-1404, Revision 1, as references 1 and 10, respectively, in the main DG-1404, Revision 1, document. It is not the NRCs practice to include in Federal Register Notices posted to regulations.gov a listing of all references of the document for which the NRC staff is seeking public comment. Instead, the NRC staff provides a listing of the references in the appropriate section of the document and provides information on how to obtain these references, as appropriate.
Because NEI 21-07, Revision 1, and NEI 18-04, Revision 1 are already publicly available, the NRC staff is denying your request to extend the comment period for DG-1404 Revision 1.
