OF OCTOBER 4, 2023, PUBLIC MEETING TO DISCUSS SECTIONS OF THE NATIONAL ORGANIZATION OF TEST, RESEARCH AND TRAINING REACTORS, INC.
PROPOSED NEI 23-03 GUIDANCE ON THE 50.59 PROCESS FOR DIGITAL APPLICATIONS (EPID: L-2023-NFG-0002)
On October 4, 2023, (Agencywide Documents Access and Management System Accession No. ML23269A188), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with the National Organization of Test, Research, and Training Reactors (TRTR) staff to continue to discuss endorsement of Nuclear Energy Institute (NEI) 23-03.
A list of attendees is provided as an enclosure to this memorandum.
During the meeting, NRC, TRTR and NEI representatives discussed the edits and comments made by NRC and TRTR to the Section 4 examples of the NEI 23-03 document. TRTR accepted all NRC comments on Example 4-1 and stated that they would use it as an example for revising the other examples. The attendees discussed and agreed that the expected end-users would have a common understanding of all the terminology through Section 4.2.1.1, (e.g., train and relatively simple). The NRC staff commented on the appropriateness of Examples 4-5 and 4-6 and TRTR will further consider these examples.
NRC comments on Examples 4-7 through 4-9 were not discussed because the NRC staff is still commenting on these examples. Representatives at the meeting scheduled the next meeting to continue the review in a public meeting set for November 8, 2023. There were no members of the public present in the meeting.
