SUMMARY
OF THE SEPTEMBER 15, 2023, PUBLIC MEETING WITH THE NUCLEAR ENERGY INSTITUTE TO DISCUSS THE STATUS OF ONGOING SEISMIC WORK UNDER THE PROCESS FOR THE ONGOING ASSESSMENT OF NATURAL HAZARDS INFORMATION On September 15, 2023, the US Nuclear Regulatory Commission (NRC) conducted a public meeting with the Nuclear Energy Institute (NEI) and industry representatives to discuss the status of the ongoing seismic work to consider the NGA-East ground motion characterization model and updated site response methods within the Process for the Ongoing Assessment of Natural Hazards Information (POANHI) framework. The public meeting was held as a hybrid meeting with virtual and in-person participants. The meeting notice and agenda, dated September 01, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML23257A047, and the slides presented at the public meeting are available at ML23255A099. A list of attendees is provided in the enclosure.
The NRC staff and NEI began the meeting with opening remarks. Following this, the NRC staff explained the POANHI process for seismic evaluations and presented a flowchart that further clarifies the POANHI decision making process. Further discussion included additional risk evaluation of POANHI seismic information and the process to resolve internal and external issues based upon POANHI decisions and the approach to communicate the NRCs decisions to licensees.
The staff also discussed the role of the POANHI seismic email account (POANHI.Seismic@nrc.gov) and noted that a total of seven comments via email have been received thus far. The staff emphasized that public and external stakeholders should send POANHI inquiries to the NRC via the POANHI seismic email account, and that a summary of comments will be addressed in the upcoming POANHI periodic report expected to be released by December 2023. Lastly, the NRC staff discussed the POANHI seismic review schedule to show which site reviews are upcoming and which have been completed.
NEI shared their appreciation regarding the NRCs consistency and predictability of the POANHI closure letters. NEI clarified with the NRC staff that the dates on the schedule are in reference to a calendar year versus a fiscal year. Additionally, NEI had a question regarding who is on the Senior Management Review Panel (SMRP). The staff clarified that the SMRP consists of senior members from the NRCs Division of Risk Assessment, Division of Engineering and External Hazards, and Division of Operating Reactor Licensing.
There were several comments from industry that recommended having the NRC staff make POANHI seismic risk evaluations publicly available, to share the risk insight with other licensees to better understand and prepare for what the NRC is looking for in its evaluations. The NRC staff also provided clarifications in response to questions and comments from the industry on the NRC staff evaluation process for analyzing risk associated with POANHI seismic.

No regulatory decisions or commitments were made at this meeting. No comments were provided by the members of the public, and no public meeting feedback forms were received after the conclusion of this meeting.
