U.S. NUCLEAR REGULATORY COMMISSION FEEDBACK REGARDING SMR, LLC (A HOLTEC INTERNATIONAL COMPANY) WHITE PAPER ON HUMAN FACTORS ENGINEERING FUNCTIONAL REQUIREMENTS ANALYSIS AND FUNCTION ALLOCATION FOR CHEMICAL AND VOLUME CONTROL SYSTEM (PROJECT NO. 99902049)

Dear Mr. Brenner:

On June 13, 2023, SMR, LLC (SMR), a Holtec International Company (Holtec), submitted a letter1 containing a white paper titled, SMR, LLC HI-2210328, Functional Requirements Analysis and Function Allocation for Chemical and Volume Control System2 that provides a list of supporting actions and basis information for the functions of the Chemical and Volume Control System (CVCS) system, which constitutes the functional requirements analysis (FRA),

and allocates each supporting action to be performed either automatically or via operator action, satisfying the functional allocation (FA), for the Nuclear Regulatory Commission (NRC) staff review.

The objective of the white paper is to familiarize NRC staff with the FRA/FA process of the SMR-160 and solicit feedback.

The NRC staff has completed its review and assessment of the subject white paper and has not identified any major deficiencies for this stage of the preapplication process associated with the topic. The enclosure of this letter provides the NRC staffs detailed observations for SMR (Holtec) to consider.

Upon dispatch of this letter to SMR (Holtec), the staff considers the subject white paper closed.
