OF JUNE 7, 2023, PERIODIC ADVANCED REACTOR STAKEHOLDER PUBLIC MEETING On June 7, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held an information meeting with a question-and-answer session with stakeholders to discuss advanced reactor topics including:
Guidance for Reviewing Facility Training Programs Regulatory Treatment of Potential High Temperature Fluid Releases in Advanced Reactor Designs Regulatory Treatment of Non-Core Sources of Radioactivity Associated with Advanced Reactor Designs Electronic Submittal of Advanced Reactor Applications Overview of the Advanced Reactor Construction Oversight Program (ARCOP) Pending Information SECY Paper Advanced Reactor Content of Application Project (ARCAP)/Technology Inclusive Content of Application Project (TICAP) Guidance Documents Initial Observations on Draft NRC Regulatory Guide DG-1404 The meeting notice is available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23145A292, and the presentation slides are available under Accession No. ML23157A018. For each topic listed above, the NRC staff provided information and allotted time for stakeholder comments and questions. Stakeholders provided feedback on several topics and asked clarifying questions. NRC staff stated that the feedback was appreciated. No follow-up actions were identified.

The NRC staff provided updates of the Advanced Reactor Integrated Schedule of Activities on the NRCs public website at https://www.nrc.gov/reactors/new-reactors/advanced/integrated-review-schedule.html. The NRC staff noted that the schedule reflects activities that have recently been completed, updated, or added since the April 26, 2023, advanced reactor stakeholder meeting.
The NRC staff presented the draft white paper DRO-ISG-2023-004, Facility Training Programs (ML23017A130). The guidance supports the NRC staff review of the portion of an application associated with the training program for plant personnel, including licensed operator initial and requalification training programs. The discussion included a review of the major sections of the guidance document and included questions and comments from the public. Going forward, the NRC staff will work to issue the document in interim staff guidance (ISG) format for public comment.
Dave Grabaskas and Ben Chen of Argonne National Laboratory (ANL) staff provided two presentations, respectively, Regulatory Treatment of Potential High Temperature Fluid Releases in Advanced Reactor Designs and Regulatory Treatment of Non-Core Sources of Radioactivity Associated with Advanced Reactor Designs. The first presentation discussed the recent Department of Energy Office of Nuclear Energy (DOE/NE) effort exploring key considerations regarding the potential release of liquid metals, molten salts, and high-temperature gas as part of advanced reactor licensing. The second presentation discussed the recent DOE/NE effort exploring the use of risk-informed performance-based methods for the licensing of non-core sources at advanced reactor sites under Title 10 of the Code of Federal Regulations (10 CFR) Parts 30, 40, 70 and 72.
The NRC staff provided a presentation entitled, Electronic Submittal of Advanced Reactor Applications, which informed stakeholders that the past practice of using a packing list, for submittal of large applications was no longer needed because of the upgraded capabilities of ADAMS. The NRC staff referred stakeholders to the current guidance for large electronic submittals found at: https://www.nrc.gov/site-help/e-submittals.html.
Jon Greives, Acting Deputy Director of the NRCs Division of Advanced Reactors and Non-Power Production and Utilization Facilities, presented information about the contents of SECY-23-0048, Vision for the Nuclear Regulatory Commission's Advanced Reactor Construction Oversight Program. This NRC oversight program will apply to light water small modular reactors, microreactors, and all non-light water reactors. SECY-23-0048 (ML23061A086) was released to the public on June 21, 2023.
The NRC staff provided background on the nine advanced reactor content of application project (ARCAP) interim staff guidance (ISG) documents and the technology inclusive content of application project (TICAP) draft guide (DG). The NRC staff noted that the comment period for the 10 comments is currently opened and per the Federal Register Notices associated the comment period for these documents closes on July 10, 2023 (which was later extended to August 10, 2023). The NRC staff highlighted the changes to the ARCAP ISGs and the TICAP DG since these documents were last discussed as draft white paper documents. Industry provided a presentation requesting clarification on the TICAP DG. The NRC staff provided high-level responses to industrys questions. Industry noted that it would provide comments by July 10, 2023, associated with the questions they raised during the June 7, 2023,

meeting. Also, Industry raised the possibility of having additional tabletop exercises to identify possible changes to NEI 21-07, Revision 1, Technology Inclusive Guidance for Non-Light Water Reactor Safety Analysis Report: For Applicants Utilizing NEI 18-04 Methodology (ML22060A190) or the TICAP DG. The NRC staff stated that there were schedule implications that it needed to consider for potentially re-noticing for public comment revisions to the TICAP DG that would be the outcome of these tabletop exercises. Industry noted that it was likely to provide a TICAP DG comment recommending additional interactions prior to the TICAP DG being finalized. Additionally, a stakeholder requested that the NRC staff consider extending the comment period for the 10 documents based on the volume of information. In response, the NRC staff stated that it would consider this but that the basis for 45-day comment period was the extensive stakeholder interactions in the 2020- and 2021-timeframe associated with the draft white paper versions of these documents. As previously noted, the NRC did extend the comment period to August 10, 2023.
