University of California Davis McClellan Nuclear Research Center (MNRC), Docket Number 50-607, License Number R-130, Supplement to License Amendment Request 2023-02.

Summary of Supplement to Request: This supplement to the License Amendment Request made on September 15th 2023 requests one change to a technical specification in the original request and also provides three points of clarification.

Requested Change to Technical Specification: It is requested that technical specification 5.3.1 spec 5 be removed from the original license amendment request.

Points of Clarification:

1) There will be 21 positions in G ring that will not contain fuel under the new planned core configuration. Eighteen positions will contain graphite elements, one will contain the startup source, one will contain the pneumatic transfer system terminus, and one will be open (water-filled).
2) The final sentence in the last paragraph of the section Use of Empty (water-filled) Position contains a typo and should read as, It is expected that only the G ring position where the protrusion was identified will be left empty (water-filled).
3) In the section Analysis for Changing Technical Specification 4.1.4 Spec 3 there is a description of when the analysis of the hottest element power output will be performed. This internal requirement will be added to the facilitys Fuel Document (UCD MNRC-0011-OMM).
