APTIM must follow its Decommissioning Work Plan and its Final Status Survey Plan.
It would be definitely beneficial to have the tent up for confirmatory surveys but its your decision on when the tent is removed.
Please provide the survey data for the inner liner when available. The inspectors are willing to review the data and provide any feedback before the tent is removed.
If you are removing the tent before the Final Status Survey of the underlying ground area, APTIMs inner liner survey does not have to be treated as a MARRSIM survey but needs to be sufficiently surveyed in accordance with MARSAME and that it meets IE 81-07 criteria (non-detectable).
The outer tent would need to meet IE 81-07 as well and surveying the outer tent (we mean the inner area) as a class 3 area would be okay as long as APTIM understands the criteria is non-detectable.
If APTIM decides to release the tent as a Class 3 FSS, the NRC understands based on your email below that APTIM would leave the tent up until after NRC does its confirmatory survey. If APTIM makes this decision, hopefully it would keep the relevant equipment on site so ORISE can also do the confirmatory surveys of the tent (i.e., man-lifts, fall protection harness, etc.) if NRC decides they want to have ORISE do a confirmatory on the tent or just limited survey.
Before NRC conducts its confirmatory survey, NRC will ask APTIM to confirm at least a week before that:
All APTIM FSSs are done (tent MARSAME or MARSSIM and Soil/concrete on floor of tent area via MARSSIM and the area where the ship was segmented)
Any analytical or measurement results received and inform the NRC whether APTIM FSS results show that the FSSs passed. NRC will provide the FSSR results and report to NRC/ORISE. Note per the APTIM schedule, the NRC is expected all FSS Reports by the end of April.
No waste remains in the areas where confirmatory surveys are to be conducted (Floor of tent, potentially tent if you leave up, area where ship was segmented)
Please let me know when you will be ready for the NRC and whether the tent will be up or down. I need a response as soon as possible so I can coordinate with the region and ORISE regarding availability to perform the SSSB confirmatory survey.

- Amy, As requested, please consider the following remaining sequence for SSSB completion of FSS.
- 1. Complete remaining remediation/soil removal inside tent
- 2. Down post tent (no rad controls)
- 3. Collect smears to confirm no contamination on the inner liner to validate the previous survey
- 4. Remove inner liner and dispose as non-rad trash
- 5. Survey tent overhead structural steel and outer liner concurrently with performing FSS floor walk-overs (if you want the tent to stay up for your surveys, we will survey the tent in accordance with FSS Class 3 SU. If it comes down before your arrival, well survey it as materials and equipment release before you arrive)
- 6. Collect soil samples in accordance with our FSSP as we perform FSS process and send off for expedited analysis We will be starting our FSS walk overs next week (the week of 24 April), and should be done by or before 5 May. Your team can be here as early as the first week of May doing your confirmatory walk overs with the tent still in place.
Please get back to us as soon as you can on this. I have the tent scheduled to start coming down on Tuesday the 25th, so if you want the tent to stay up, I need to push my subcontractor off.
