Dear Mr. McDermott:
By letter dated August 25, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22238A101), the Tennessee Valley Authority (TVA) submitted Topical Report (TR) NNP-TR-001-NP, Revision 0, Quality Assurance Program Description
[(QAPD)] for TVA New Nuclear Program, (hereafter referred to as TVA New Nuclear QAPD) for the U.S. Nuclear Regulatory Commission (NRC) staffs review and approval for future license applications by TVA. In response to the NRC staffs request for additional information (ML23027A132), TVA submitted TVA New Nuclear QAPD, Revisions 1 (ML23054A158) and 2 (ML23188A150) to the NRC staff for review and approval.
The NRC staff has found TVA TR, Revision 2, to be acceptable for referencing in the Clinch River Nuclear Site construction permit license application to the extent specified in the enclosed final safety evaluation (SE) that defines the basis for acceptance with the limitations and conditions imposed, is appropriate and should be issued.
In accordance with the guidance provided on the NRCs TR website (http://www.nrc.gov/about-nrc/regulatory/licensing/topical-reports.html), the NRC requests that TVA publish an accepted version of this TR within three months of receipt of this letter. The accepted version shall incorporate this letter and the enclosed SE after the title page. Also, it must contain in its appendices historical review information, such as requests for additional information and your responses. The accepted version shall include an "-A" (designated accepted) following the report identification number.
If the NRCs criteria or regulations change so that its conclusion in this letter (that the TR is acceptable) is invalidated, an applicant referencing the TR will be expected to revise and resubmit its respective documentation or submit justification for the continued applicability of the TR without revision of the respective documentation.
