Prepared for Congress per the requirements of section 3(b )(2) of Public Law 115-336.

21st Century Integrated Digital Experience Act -

Report to Congress on Modernizing Agency Web Sites and Digital Services As required by section 3(b )(2) of Public Law 115-336, 1 the 21st Century Integrated Digital Experience Act (21st Century IDEA), this report includes a list of key Web sites and digital services operated by the U.S. Nuclear Regulatory Commission (NRC) that have been prioritized for modernization.

Background

The 21st Century IDEA requires each federal executive branch agency to provide a prioritized list of the agency's "most-viewed or ... otherwise important" public Web sites and digital services in compliance with section 3(a) of the law, and to provide an estimation of the cost and schedule to modernize those sites and services.

Key Web Sites and Digital Services The NRC has identified the following Web sites and digital services as most viewed or otherwise important for public engagement:

  • NRC Public Site - This site provides information for the public to better understand what the agency does and how the public can participate in the regulatory process.
  • Agencywide Documents Access and Management System (ADAMS) Search -

ADAMS is the official recordkeeping system through which the NRC staff provides access to a vast number of libraries or collections of documents related to the agency's regulatory activities.

  • Electronic Hearing Docket Search - The Electronic Hearing Docket system processes and controls collections of documents included in the office dockets of NRC adjudicatory proceedings and makes them available to hearing participants and the public.
  • Agency Intranet (Internal Digital Services)- The NRC's intranet is a private network used to securely share agency information and computing resources among employees.
  • Office of Nuclear Material Safety and Safeguards (NMSS) - NMSS is responsible for establishing and maintaining effective communications and working relationship between the NRC and States, local government, other Federal agencies and Native American Tribal Governments. This is accomplished in part by a suite of databases and Web-based services for these stakeholders.

  • Regulatory Information Conference Registration - The NRC's Annual Regulatory Information Conference is the largest public meeting the agency hosts, bringing together nearly 3,000 participants from more than 30 countries and interested stakeholders from other government agencies, industry, international organizations , and the general public.

Modernization Priorities From the list above, the NRC has prioritized the following Web sites and digital services for modernization. This table includes an estimated cost to modernize each to comply with the 21st Century IDEA and estimated schedule for completion . The figures listed below are included to indicate the anticipated level of effort and resources that would be needed to modernize each service and are not intended to request funding or to commit the obligation of such sums.
