SUMMARY

BETWEEN U.S. NUCLEAR REGULATORY COMMISSION AND THE MILLE LACS BAND OF OJIBWE On August 10, 2023, a teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from the Mille Lacs Band of Ojibwe. The purpose of the teleconference was to continue dialogue and consultation under Section 106 of the National Historic Preservation Act of 1966 related to NRCs environmental review of Xcel Energys application for the subsequent renewal of the Monticello Nuclear Generating Plant, Unit 1 (Monticello) operating license. During the teleconference, the NRC staff discussed their approach for requesting that Xcel Energy conduct an archaeological survey of the Monticello site as part of this undertaking. The NRC staff also discussed that it is unknown whether there are red cedar trees within the Monticello site boundaries because there are no available vegetation studies to confirm this.

The Mille Lacs Band of Ojibwe requested to be involved in the contractor selection process of the archaeological survey and to participate in the survey. Furthermore, the Mille Lacs Band of Ojibwe requested an inventory of culturally important plant species, including red cedar trees and wild rice, within the Monticello site property. The Mille Lacs Band of Ojibwe also requested to participate in the inventory of plant species. During the teleconference, representatives from the Mille Lacs Band of Ojibwe informed the NRC staff for awareness that the Minnesota Pollution Control Agency is implementing the sulfate water quality standard of 10 milligrams per liter.

No members of the public were in attendance as this was a government-to-government meeting.
