Dear Mr. Volkoff,

On July 31, 2023, NuScale, on behalf of CFPP, submitted licensing topical report (LTR) TR-121172-NP, Carbon Free Power Project (CFPP) Nuclear Quality Assurance Program Description, Revision 4, (ADAMS Accession No. ML23212A002). The NRC staff has determined that CFPPs Quality Assurance Program Description Topical Report, Rev. 4, provides sufficient technical information to allow the NRC staff conduct its detailed technical review. Attached please find a signed NRC Form 898, Topical Report Completeness, for the staffs acceptance and docketing of the subject Topical Report.

The NRC staff expects to issue its request for additional information (RAI) by October 20, 2023.

The staff plans to issue its safety evaluation report with no open items by March 1, 2024. The schedule assumes that NuScale will submit an acceptable response to the staff RAI within 30 days of receiving the staff's RAI with no need for additional RAIs. The NRC staff estimates that the review will require approximately 200 staff-hours, including project management time.

The level of effort could change once the NRC staff starts detailed review of the LTR.
