SUMMARY

OF VISIT TO MINNESOTA STATE HISTORIC PRESERVATION OFFICE On August 3, 2023, U.S. Nuclear Regulatory Commission (NRC) staff met with representatives from the Minnesota State Historic Preservation Office. The purpose of the visit was to discuss NRCs environmental review and consultation under Section 106 of the National Historic Preservation Act of 1966 (NHPA) related to Xcel Energys application for the subsequent renewal of the Monticello Nuclear Generating Plant, Unit 1 (Monticello) operating license. In a letter dated March 13, 2023, the NRC informed the Minnesota State Historic Preservation Office that in accordance with 36 CFR 800.8(c), the NRC intends to comply with Section 106 of the NHPA through the National Environmental Policy Act process (Agencywide Documents Access and Management System (ADAMS) ML23069A278). The purpose of that letter was to initiate consultation with the Minnesota State Historic Preservation Office. On July 3, 2023, the NRC received a response from the Minnesota State Historic Preservation Office that provided comments on the undertaking (ADAMS ML23199A280). During this meeting, NRC staff:

Discussed the area of potential effect of the undertaking;

Requested clarification related to accessing the Minnesota Office of the State Archaeologist (OSA) portal;

Provided general discussion related to routine operation and maintenance activities; and

Requested clarification regarding the documentation requested in the July 3, 2023 letter (e.g., maps, archaeological surveys, horizontal and vertical extent of site disturbed areas).

August 29, 2023 Signed by Martinez, Nancy on 08/29/23 Minnesota SHPO staff provided a point of contact information for the OSA portal and the necessary steps that should be followed to access the OSA portal. Furthermore, the Minnesota SHPO staff stated that they would provide clarification in writing to the NRC regarding the documentation requested in their July 3, 2023 letter.
