TRIP REPORT FOR THE CARBON FREE POWER PROJECT (CFPP) PRE-APPLICATION SITE VISIT AND PHASE 3 READINESS REVIEW HELD MAY 15-19, 2023 On May 15-19, 2023, the NRC staff and contract staff from Pacific Northwest National Laboratory (PNNL) conducted a visit to a site proposed by Utah Associated Municipal Power Systems (UAMPS) Carbon Free Power Project (CFPP) for the potential siting of a NuScale small modular reactor (SMR) at the Department of Energy Idaho National Laboratory (DOE-INL) near Idaho Falls, Idaho. As part of this trip, the NRC staff also participated in Phase 3 of the readiness assessment of the upcoming applications. In addition, the NRC staff met with staff from the Department of Energy and the Shoshone-Bannock Tribes cultural resource management program. This visit was part of meetings held by a larger NRC group, including staff from the Office of Nuclear Reactor Regulation and Regions.
As stated in the trip report, the purpose of this pre-application site visit was to familiarize the NRCs Environmental Review Team with the applicant and their proposed site for the CFPP project at INL, discuss the proposed licensing approach and information required for the environmental report (ER) for a variety of potential licensing submittals based on applicable regulations and guidance, and conduct a readiness assessment on select sections of the limited work authorization (LWA) application. the Department of Energy Office of Nuclear Energy (DOE-NE) and Idaho Operations Office (DOE-ID) to discuss the possibility of cooperation between agencies on aspects of the upcoming NEPA and related reviews. On May 19, 2023, the NRC staff met with Shoshone-Bannock Tribes cultural resource program staff to discuss the NRCs mission, regulatory processes, and the potential review of the CFPP Combined License Application including government to government consultation and engagement. The NRC staff also sought to better understand items of concern and interest to the Tribes.
