NRC Transmittal of the draft Safety Evaluation for PWR Owners Group (PWROG) Topical Report (TR) PWROG-21001-P/NP, Revision 0, Hydrogen-Based Transient Cladding Strain Limit"

Dear Mr. Holderbaum of the PWROG,

By letter dated July 28, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22209A255), the PWROG transmitted Topical Report (TR)

PWROG-21001-P/NP, Revision 0, Hydrogen-Based Transient Cladding Strain Limit (ADAMS Nos. ML22209A257 (Non-Proprietary), and ML22209A256 (Proprietary)), for NRC review and approval. By letter dated March 9, 2023 (ADAMS Package No. ML23074A056),

the PWROG supplemented the TR with responses to the NRC staffs request for additional information (RAI) following the completion of the staffs audit (ADAMS Package No.

ML23039A187).

A copy of the draft proprietary Safety Evaluations (SE) has been placed in the box.com folder. The draft SE is being provided for an accuracy, clarity, and proprietary information review. If PWROG provides comments on any areas, the NRC staff will exercise its discretion on whether to address those comments. Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), if you believe that any information in the draft SE is proprietary (beyond information already identified within bolded double brackets),

PWROG should identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Use double brackets and yellow highlight to identify any

((proprietary information)).

Your comments on the draft SE must be provided via a letter from an authorized individual.

In addition, please provide an electronic redline/strikeout Microsoft Word version of the draft SE either via email or the box.com folder. To help expedite the NRC staffs response to comments it would be helpful if PWROG provides a Comment table with the formal transmittal in a separate Microsoft Word file similar to the attached table with the following columns:

Comment No., Page No., Line No., and Comment Type (if comments other than proprietary information are provided (i.e., clarity, accuracy)), Suggested Revision, and a blank column for NRC Disposition. Please be informed that PWROG may provide its comments in any format that it chooses. The final SE will be issued after making any necessary changes.

At this stage of the process, the NRC staff has completed its technical review of the submitted information and will not entertain new technical arguments. The NRC staff conclusions and conditions will not change unless new information is provided that was not available during our review. If PWROG would like to discuss the draft SEs in detail, we can do that in a noticed meeting that can be closed if proprietary information needs to be discussed. Both this email and the draft SEs have been placed in ADAMS as Official Agency Records. The draft SE is declared as non-public because they may contain pre-decisional information until it they are declared final. This email will be publicly declared in

ADAMS.
