Dear Dir. Warden:
Enclosed is an application (XCOM1356) accepted by the U.S. Nuclear Regulatory Commission, from Eaton Corporation, dated July 3, 2023, for the export of 30 clevite seals to be used at the Qinshan Nuclear Power Plant, Units 1 and 2 located in China. The clevite seals will be exported to Candu Energy, located in Canada, and will be installed in the RAM assembly, which will be used in the fueling machine head at the Qinshan Nuclear Power Plant, Units 1 and 2.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
