What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?

All issues identified in the 2013 review (found in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML17047A179) still exist. In addition, this periodic review considers review experience between 2015 and 2023 (primarily from design certification reviews).

What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?

There is little, if any, impact at this time from the guidance being out of date. The use of updated guidance developed in the 1990s, to support decreased surveillance frequency for inservice inspection of the reactor coolant pump flywheels, is on record in licensing amendment safety evaluations and is referred to, when appropriate. Several design certification reviews have been successfully completed citing this RG as-is.

What is an estimate of the level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?

The level-of-effort necessary to address the identified issues would be 240 staff hours (split between several staff) to perform a literature review, draft a revision, and bring editorial considerations up to modern standards.

Based on the answers to the questions above, what is the staff action for this guide (Reviewed with no issues identified, Reviewed with issues identified for future consideration, Revise, or Withdraw)?

Reviewed with issues identified for future consideration.
