Dear Jerry Lang:
A periodic meeting with Louisiana was conducted on January 25, 2023. The purpose of this meeting was to review and discuss the implementation of Louisianas Agreement State Program. The Nuclear Regulatory Commission (NRC) was represented by Geoffrey B.
Miller, Division Director, of the Division of Radiological Safety and Security, and Jacqueline D. Cook, Regional State Agreements Officer, from the NRCs Region IV office.

This report presents the results of the periodic meeting held between the U.S. Nuclear Regulatory Commission (NRC) and the State of Louisiana. The meeting was held on January 25, 2023, and was conducted in accordance with Nuclear Materials Safety and Safeguards (NMSS) Procedure SA-116, Periodic Meetings between IMPEP Reviews,dated June 3, 2009.
Since the 2021 IMPEP, the Radiation Section has created a new supervisor position and another Environmental Scientist 4 position on the surveillance side.
The Sealed Source and Device registration fees will be increasing this year.
The Radiation Section has 23 people in the program which equates to 16.6 full time equivalent. The Radiation Section had 5 staff to leave - two due to retirement and the other three for various reasons. All positions have been filled and there are no vacancies currently.
The Radiation Section has a training and qualification program compatible with Inspection Manual Chapter 1248, Qualifications Programs for Federal and State Materials and Environmental Management Programs.
The Radiation Section performed 374 priority 1, 2, or 3 inspections with 347 completed on time; 27 completed overdue. At the time of the periodic meeting, there were 5 overdue priority 1, 2, or 3 inspections, due to a personnel issue. As of the date of this meeting summary, all 5 overdue inspections have been inspected.
Nineteen initial inspections were performed with 14 performed on time; 5 performed after 12 months.
A total of 39 reciprocity inspections were completed since the 2021 IMPEP.
The Radiation Section management team performed accompaniments on the inspectors, inspecting supervisors, inspecting DCLs, and reciprocity inspector at least annually and most more than once within the calendar year.
All inspection reports are reviewed by Supervisors during the first technical review. The second technical review is performed by the DCL or Manager.
The Radiation Section has 419 licenses and they performed 755 licensing actions since the last IMPEP. Two major manufacturer licensees have significant licensing activities; therefore, 6 levels of review are needed: 1) a peer review (for training purposes) 2) supervisor 3) DCLA review or DCLB review 4) manager 5) administrator 6) Assistant Secretary signs the license.
Twenty-one reportable events were received by Louisiana since the last IMPEP; all have been closed in the Nuclear Materials Event Database as of the date of this meeting summary.
Three allegation activities were referred by NRC for action by the State of Louisiana.
Final revisions for Regulatory Amendment Tracking System (RATS) Identification (ID)
Numbers 2018-1, 2018-3, 2019-1, 2019-2, 2020-1, and 2020-3 were submitted to the NRC on January 20, 2023, and were approved on February 10, 2023. Currently, no RAT-IDs are overdue.

Louisiana Department of Environmental Quality is subject to a sunset law. Act 4 of the 2022 Legislative Session was renewed on June 30, 2022, and expires on July 1, 2027.
Two new Sealed Source and Device (SS&D) Registry Evaluations were issued since the last IMPEP. The Radiation Section has two qualified SS&D evaluation program reviewers with signature authority. An additional person is going through the qualification process. Two people are at the beginning stages of the SS&D qualification process.
The State of Louisiana does not have plans for a Low-Level Radioactive Waste disposal facility. However, they are a member state of the Central Interstate Low-Level Radioactive Waste Commission. Participation includes attending the annual meeting and keeping up with any changes that occur in the State of Louisiana and other programs.
In 2021, the Radiation Section created an annual audit to help them to stay in parity for the IMPEPs. They use all the State Agreements Procedures as their guidance for the audits. The goal is to have the audits completed by the end of February of the audit year. Their first audit was completed in February 2022.
