SUMMARY

OF THE JUNE 22, 2023, PUBLIC MEETING WITH NUSCALE POWER AND CARBON FREE POWER PROJECT REGARDING CARBON FREE POWER PROJECT OPERATOR LICENSING The U.S. Nuclear Regulatory Commission (NRC) staff held a virtual observation public meeting with NuScale Power, LLC (NuScale) and Carbon Free Power Project, LLC (CFPP) on June 22, 2023. The purpose of this meeting was for NuScale to provide information to the NRC staff regarding the NuScale operator licensing pathway and the plan for addressing the cold licensing phase in the CFPP combined license application (COLA).

The notice for this public meeting was posted on the NRC public website on May 01, 2023, and can be accessed on Agencywide Documents Access and Management System (ADAMS)

NuScale/CFPP began its presentation by stating that it is tracking changes to three industry guidance documents to improve alignment with advanced nuclear reactors, specifically: (1)

NEI 23-01, Operator Cold License Training Plan for Advanced Nuclear Reactors, (2) ACAD 08-001, The Process for Initial Accreditation of Training in the Nuclear Power Industry, and (3)

ACAD 10-001, Guidelines for Initial Training and Qualification of Licensed Operators.

NuScale/CFPP stated that CFPP COLA Section 13.2, Reactor Operator Requalification Program; Reactor Operator Training, will have standalone descriptions of the cold license and hot license paths because Nuclear Energy Institute (NEI) 23-01 and ACAD 10-001 will likely not be approved for use in time to be used in the CFPP COLA. NuScale/CFPP stated that its cold and hot license strategies align with guidance in NEI 23-01 and ACAD 10-001, except for the academic degree requirement for direct senior reactor operator (SRO) license applicants; an associate degree will be required. NuScale/CFPP will include exemption requests related to:

(1) Control Room Staffing; (2) Alternate Methods for In-Plant Walkthroughs; (3) Use of a Commission Approved Simulator (CAS) for Significant Control Manipulations; and (4) An Alternate Exam Methodology. NuScale further stated that the intent is for NuScale to become directly accredited as a training program and CFPP would fall under the NuScale Training Academy.

The NRC staff asked if NuScale/CFPP plans to submit a knowledge/ability (K/A) catalog to the NRC which would be useful in their review of the alternative exam method that has been submitted for review. NuScale/CFPP responded that they can make the K/A catalog available in an electronic reading room for the NRC staff to review.

The NRC staff requested clarification regarding the exemption request to use an alternative exam method. Specifically, the NRC staff said that NuScale had informed the staff in previous engagements that NuScale desires to include the exam methodology in NUREG-1021, Operator Licensing Examination Standards for Power Reactors. NuScale/CFPP responded that they are pursuing an exemption in case a new revision to NUREG-1021 is not issued before COLA submittal. The staff commented that the methodology could be part of NUREG-1021, which would remove the need to apply and obtain an exemption from using NUREG-1021 for operator license exams. CFPP stated they would prefer to have the methodology incorporated into NUREG-1021 as a revision and can withdraw the exemption request once this is accomplished.

The NRC staff also requested NuScale to share its timeline for submitting an exemption request. NuScale/CFPP stated that the exemption requests will be submitted with the COLA.

The staff commented that NuScale/CFPP could also consider waiting to submit the Part 55-related exemptions (JPMs, exam method, reactivity manipulations) in the event the Part 50/52 rulemaking is completed, or submit them separate from the COLA.

Before the meeting was adjourned, the staff opened the meeting to members of the public for questions and comments; however, the staff received no questions or comments from the public.
