Innovative Procurement Practices

Innovation in Acquisitions Innovation Incubator Est. FY23 Competition Advocate established the Innovation Incubator with the following objectives:

I2 serves as an advisory and consultative forum to support NRC Contracting Officers in identifying and evaluating emerging technologies and business models that have potential to drive acquisition innovation through adaptation of creative requirements development and evaluation approaches and mindful risk-taking, resulting in more efficient use of taxpayer dollars.

I2s goal of driving acquisition innovation to successfully execute emerging and well-established acquisition practices to save money, reduce time to delivery, increase quality, and/or improve customer and contractor satisfaction resulting in more efficient use of taxpayer dollars will call for success in meeting or exceeding the following FY23 metrics.

The Federal Acquisition Regulation requires that all executive agencies designate an advocate for competition (i.e. Competition Advocate).

Responsibilities of the Competition Advocate Promoting full and open competition Challenging barriers to the acquisition of commercial products and commercial services Challenging barriers to full and open competition such as unnecessarily restrictive statements of work, unnecessarily detailed specifications Challenging barriers to the acquisition process

Innovations Technical demonstrations let NRC evaluation teams see, feel, and test solutions before buying. True capabilities can be revealed.

Can be a stand-alone factor or an element of the oral presentation.

Preproposal Conferences and Live User Stories Draft Performance Work Statements and Request for Proposals Technical Demonstrations NRC evaluators hear directly from the vendor about their technical solutions/approaches or from key personnel on solutions to technical scenarios.

Vendors get to demonstrate capabilities while not having to write onerous written proposals. Evaluators also save time in evaluations by not having to read lengthy written proposals Acquisition staff release draft Performance Work Statements or draft Request for Proposals and get feedback from the vendor community.

Acquisition staff utilizes new or existing technology and tools to conduct online industry conferences with SBCR, preproposal conferences and user story demonstrations that address the needs of end users.

  • Stay in Touch with SBCR for upcoming opportunities and provide them capabilities packages.

How to Prepare - Proposal/Quotation Tips Instructions to Offeror/Quoters Focus on shall to ensure all material requirements of the solicitation are met.

Ensure all technology requirements can be met for Oral Presentations and Technology Demonstrations.

Keep in mind that the many NRC solicitations do not require discussions/negotiations and can award based on initial proposals/quotations.

Provides Information Technology (IT) professional services in support of systems, network, and related cross-cutting activities using a common IT Infrastructure Library (ITIL)-based delivery framework and approach.

The SNCC Contractor provides an integrated set of infrastructure and IT operations support services as well as systems deployment, administration, and disaster recovery/availability support.

Provides an integrated set of End-User Computer Services. The scope involves providing and assisting with some of the most highly visible services that OCIO provides to the NRC. Through this BPA Call, the Contractor shall provide support in the following topic areas: Call Wide Responsibilities, End-User Management and Deployment, and Help Desk Services.

Provides the agency with an integrated set of mobility support services such as Mobility Operations, Mobility Support and Services and Mobility Infrastructure Engineering.

Does market research show that Federal, state and local governments are buying the types of products and services that your company wants to offer?

Have you been in business for at least two years and have two years of financial statements to support this?

Do you have the resources to market your commercial products and services after the award of the contract?

Questions to Consider Up Front

Minimum Sales Requirements: You must generate at least $25,000 in sales within the first 2 years of your GSA Schedule contract and at least

$25,000 each year thereafter.

GSA may cancel your schedule contract in accordance with GSAR clause 552.238-73, for failure to meet minimum sales criteria.

Lead Time: It may take up to 6 months to get a MAS contract, provided that the firm meets all evaluation criteria and has a successful negotiation.

Items to Consider Before Submitting an Offer

Must be in business for two years and you must provide two years of financial statements Unless you are proposing under the Startup Springboard Ability to demonstrate past performance Products or services must be commercially available Products or services must be compliant with the Trade Agreements Act (TAA)

Evaluation Criteria

In lieu of the two-year corporate experience requirement, you may:

Use professional experience of executives and key personnel as a substitute Use project experience of key personnel Provide financial documentation that demonstrates the companys financial responsibility in lieu of submitting two years of financial statements.

The TAA, described in FAR Subpart 25.4, applies to all Schedule contracts and orders. The TAA, which provides a waiver to the Buy American Act, states that only U.S.-made or designated-country end products may be offered or sold under Schedule contracts.

For services, country of origin is determined by the country in which firm providing the services is established.

Please refer to the TAA clause in your contract for complete details, including relevant definitions and the list of designated countries.

Remember that it is the responsibility of each Schedule contractor to ensure that product information is accurately incorporated into the contract and displayed on GSA Advantage! throughout the life of the contract.

The Offer

After you have completed the preliminary training, registered, and familiarized yourself with the solicitation, you will start developing your proposal to submit to GSA.

As part of assembling your offer, you must complete the following forms, which are located at the Available Offerings and Requirements page at www.gsa.gov/masscopeandtemplates under Required Templates to Submit Through eOffer (as applicable).

Submit your completed offer in eOffer at https://eoffer.gsa.gov.

After you submit your offer via eOffer, it will be assigned to one of our contracting professionals for review.

Work directly with your assigned representative to clarify any questions or issues and negotiate pricing or other elements of your offer, if necessary.

After review and negotiation, you will know whether you will receive a Schedule contract, based on the decision of the GSA Contracting Officer.
