OF U.S. NUCLEAR REGULATORY COMMISSION AND TENNESSEE VALLEY AUTHORITY PUBLIC MEETING TO DISCUSS PRE-APPLICATION CONFIRMATORY CORE BORING LOCATIONS FOR THE CLINCH RIVER NUCLEAR SITE On May 2, 2023, an Observation Public Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and Tennessee Valley Authority (TVA) concerning the potential confirmatory core boring locations to support a construction permit application.

TVA submitted presentation slides for the open session (ML23118A003) which included the following topics:

Structural and seismic analyses inputs; Regulatory Guide 1.132, Appendix D and LTR NEDO-33914 requirements; Background and overview of existing core boring investigations; and Overview of proposed confirmatory core boring locations.

OF THE MAY 2, 2023, OBSERVATION PUBLIC MEETING TO DISCUSS PRE-APPLICATION CONFIRMATORY CORE BORING LOCATIONS FOR THE CLINCH RIVER NUCLEAR SITE Meeting Summary The meeting began at 10:00 a.m. with the U.S. Nuclear Regulatory Commission (NRC) staff opening remarks and introduction of attendees. Tennessee Valley Authority (TVA) gave a presentation (ML23118A003) regarding their strategy for performing structural and seismic analyses based on existing subsurface investigation, coincident with performing confirmatory subsurface investigations. The purpose of the meeting was to discuss this strategy to support their expected construction permit application. The presentation summarized the existing core bore data and identified the proposed locations of their confirmatory core bore data and locations. TVA noted that detailed discussion regarding the analyses was not included in the presentation.

In the presentation, TVA shared that Section 3.1.2 of ASCE/SEI 4-16 is being implemented for the design of the reactor building and that the core borings will meet Appendix D of Regulatory Guide (RG) 1.132, Geologic and Geotechnical Site Characterization Investigations for Nuclear Power Plants (ML21298A054) and licensing topical report NEDO-33914-A (ML22168A010),

which is more restrictive than the RG. The presentation included an overview and elevation view of existing core bore locations and the site locations of the confirmatory core bore locations.

Following the technical presentation, TVA responded to NRC staff questions and clarifications.

NRC staff asked TVA if fracture and bedding lines are being considered in the analysis models to which TVA responded with yes. TVA then acknowledged a comment from NRC staff that TVA will need a lot of data considering the 3D analysis versus a 1 or 2D model. There were no questions or comments from members of the public. The meeting adjourned at 10:50 am.
