Aging Related Inspection Procedures John Wise Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Industry/NRC Materials Technical Exchange Meeting June 14-15, 2023
Recent & Impending Inspection Changes 2
- License Renewal Inspections Inspection Manual Chapter 2516: Policy and Guidance for the License Renewal Inspection Program (revision)
Inspection Procedure (IP) 71002: License Renewal Inspection (revision - minor edits)
IP 71003: Post-Approval Site Inspection for License Renewal (revision)
IP 71013: Site Inspection for Plants with a Timely Renewal Application (new, based on prior issuance)
- Baseline Inspection Related to Aging IP 71111.21N.04, Age-Related Degradation (new, in effect July 1)
Initial License Renewal Inspections 3
Timing Focus 71002 During review of initial renewal application Basis for recommending license Adequacy of scoping/screening Capability of existing programs &
enhancements to manage aging 71003 Phase I 1-2 outages prior to PEO Implementation of select aging management activities (including SSCs with reduced accessibility) 71003 Phase II 3-12 months prior to PEO Implementation and completion of aging management activities (major team inspection) 71003 Phase III After entering PEO As necessary, implementation of activities; follow up previously identified issues 71003 Phase IV 5-10 years into PEO Minimum of 6 AMPs: implementation, corrective actions
Subsequent LR Inspections 4
- Recommendations of NRC working group assessing 40-year license renewal (ML21117A007):
Evaluate the need for an SLR Inspection Program Consider additional guidance for Phase IV to enhance consistency between Regions
- Review implementation of select activities (reduced version of Phases I-III)
New Phase VI, 5-10 years into Subsequent PEO
- Implementation & corrective action review of 6 AMPs (similar to Phase IV)
Revisions for clarity and completeness
5 20 40 Initial PEO 60 80 years Subsequent PEO Initial LRA submission 71003 Phases I-III 45-50 years 71003 Phase IV 65-70 years 71003 Phase VI 71003 Phase V 71002 Inspections LR Inspection Additions
IP 71013 - Timely Renewal 6
- For use when:
A renewed license is not anticipated to be issued prior to the licensee entering the requested period of extended operation The existing license is not deemed to have expired until the application has been finally determined (under timely renewal considerations)
- Accomplishes the essential objectives of 71003, post-approval site inspections Communication with applicant to understand status of LR activities Implementation of proposed activities, including license conditions, AMPs, TLAAs, etc.
Baseline Inspection Program 7
- Enhancements to baseline inspections to include periodic aging management inspections SRM-SECY-14-0016 (ML14241A578) - the staff should integrate aging management inspection guidance into each existing and applicable ROP baseline inspection procedure 2014 ROP Enhancement Project (ML14017A338) implemented the Commissions direction Recent updates per the 2018 recommendations of the Engineering Inspection Working Group (ML18103A174)
- Complements the largely programmatic renewal IPs with a greater focus on how aging issues are addressed
Baseline Inspection Program 8
Examples of prior incorporation of aging management into baseline inspections
- 71111.06 - Flood Protection Measures
- 71111.08 - Inservice Inspection Activities
- 71111.18 - Plant Modifications
- 71111.21N.05 - Fire Protection Team Inspection
IP 71111.21N.04 - Age-Related Degradation 9
- Plan to conduct once per site
- Part of suite of focused engineering inspections - on recent plant changes and operating experience
- Verifies that age-related degradation is appropriately identified, addressed, and corrected Structure and component focused - emphasis on those with greatest risk significance, susceptibility to aging, and history of degradation Includes active and short-lived SSCs - broader scope than LR inspections
