Operation Beyond 80 Years John Wise Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Industry/NRC Materials Technical Exchange Meeting June 14-15, 2023
2021 Public Dialogue
- Public Meeting: January 21, 2021 (ML21078A453)
- 180+ participants; presentations from NEI, EPRI, Beyond Nuclear, ORNL, PNNL, Texas A&M, U. of Colorado
- Topics
- Need and timing to consider technical issues and guidance development for 100 years
- Review of mechanical, civil structures, & electrical technical issues
- Takeaways
- No immediate NRC plans to revise guidance to address 100 years
- No awareness of utilities actively contemplating renewal to 100 years
- Public comments generally not supportive
- NEI expressed prudency in continuing relevant research 2
NRC Activity to Consider 100 Years
- Memorandum: June 22, 2021 (ML21117A007)
- Closure of activity to consider 40-year renewals, including implications of operation to 100 years
- NRC working group recommendations related to 100-year operation
- Evaluate ongoing materials degradation research that can be extended to higher exposure levels
- Explore and pursue opportunities to harvest materials
- Periodically query industry to inform the timing of guidance updates 3
Research
- Implementing long-term operation research strategy to enhance existing knowledge
- Identifying and supporting harvesting opportunities
- Engaging with stakeholders (e.g., DOE LWRS Program, EPRI, international counterparts) and maintaining joint research roadmaps
- Pursuing topic-specific research projects (e.g., RPV integrity, irradiation-assisted degradation of internals, radiation effects on concrete bonding, condition-based monitoring of electrical cable aging) 4

- A generic environmental impact statement for SLR was not initially prepared, but was later pursued after Commission direction 5
Going Forward
- Preparation time for operation beyond 80 years, if pursued, is expected to be similar to 60-80 years
(~8+ years)
- With the earliest potential 80+ renewal submittal in 2029, early notice of industry plans is critical 6
