SUMMARY
The Nuclear Regulatory Commission (NRC) is amending its regulations regarding Office of Management and Budget {OM~J clearance pursuant to the Paperwork Reduction Act of 1980.
This action is necessary to inform the public that 0MB clearance has been obtained for the information collection requirements contained in 10 CFR Part 81 under control number 3150-0121.

SUPPLEMtNTARY INFORMATION:
The 0MB regulations which implement the Paperwork Reduction Act, 5 CFR Part 1J2U, provide in pertinent part that ten or more persons" are deemed to be involved when a recordkeeping or reporting requirement is contained in a rule of general applicability. Accordingly,§ 81.8 is being revised to correctly indicate this fact.
Because this is an amendment dealing with agency practice and procedures, the notice and comment provisions of the Administrative Procedure Act do not apply pursuant to 5 U.S.C. 553(b)(A).
The amendment is effective upon publication in the Federal Register.
Good cause exists to dispense with the usual 30-day delay 1n the effective date because the amendment is ot a minor and administrative nature dealing with the announcement of the clearance number under which 0MB has approved the information collection requirements contained in 10 CFR Part 81.
Environmental Impact:
Categorical Exclusion The NRC has determined that this tinal rule is the type ot action described in categorical exclusion 10 CFR 51.22(c)(3). Therefore neither an environmental impact statement nor an environmental assessment has been prepared for this final rule.
Paperwork Reduction Act Statement This final rule does not contain a new or amended information collection requirement subject to the Paperwork Reduction Act of 1980 (44 U.S.C. 3501 et seq.).
Existing requirements were approved by the Office of Management and Budget approval number 3150-0121.

Backfit Analysis The NRC has determined that the backfit rule, 10 CFR 50.109, does not apply to this final rule, and therefore, that a backtit analysis is not required for this t1nal rule, because this amendment does not involve any provisions which would impose backfits as defined in lU CFR 50.109(a)(1J.
