Thursday, May 04, 2023 10:18:05 AM Ashley, after reviewing NFS Draft EA, the State of Tennessee-Division of Radiological Health believes our existing Environmental Monitoring program is already sufficient and capable of accounting for the U-Metal process. As noted in 2.1.2.3 no modifications to existing discharge permits would be required for the effluent discharge into the Nolichucky. In 2.1.3 it states that the NFS Environmental Monitoring program would remain unchanged, and we believe our program would remain unchanged as well.
A review from our waste consultant sees no areas of immediate concern regarding the addition of the U-metal process at NFS. The Draft EA noted in section 2.1.2 that the new waste generated from this process will equate to roughly a 1% increase in total waste generated. In addition, there are no new waste streams created from this process. The Division of Radiological Health believes an increase of 1% total waste volume can be handled under our current waste inspection program.

Please find attached a draft environmental assessment (EA) prepared by the U.S. Nuclear Regulatory Commission (NRC) staff for the Nuclear Fuel Services (NFS) proposed U-Metal Project in Erwin, TN. The NRC staffs draft evaluates potential environmental impacts of the proposed license amendment. We are providing your office with the opportunity to review and comment on the draft EA before we issue it publicly. Please provide any comments you have by April 30, 2023.
