SUMMARY
OF FEBRUARY 17, 2023, MEETING TO DISCUSS RADIANT INDUSTRIES QUESTIONS ON MANUFACTURING LICENSES AND REGULATORY GUIDE 1.232 On February 17, 2023 (Agencywide Documents Access and Management System Accession No. (ADAMS) ML23046A038), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting to discuss Radiant Industries questions pertaining to manufacturing licenses and Regulatory Guide (RG) 1.232, Guidance for Developing Principal Design Criteria for Non-Light Water Reactors. Staff from Radiant Industries (Radiant) used the slides in ADAMS Accession No. ML23048A271 to guide the discussion.
The NRC staff addressed Radiant Industries questions pertaining to activities that are permissible prior and after obtaining a manufacturing license. In addition, the NRC staff clarified that Criterion 17 of RG 1.232 discusses two power sources, an onsite and an additional power system for meeting the redundancy requirement. Radiant Industries staff also asked if a high temperature gas reactor design that utilizes peripheral control drums for reactivity control and shutdown can satisfy RG 1.232 criterion 26 by utilizing 3 independent groups of drums. The NRC staff indicated that Radiant Industries should consider submitting a white paper providing additional details pertaining to their design to obtain feedback from the NRC staff on this matter.
