Please see further comment below.
While it appears to me, from both the nature of your communication with the public and the requirements of current military objectives that, barring a major change or catastrophe, the relicensing of the Comanche Peak nuclear power facility is all but assured, it is my hope that consultations take place with the Environmental Protection Agency, and that the result would be the termination of Comanche Peak's license to operate.
Not only is Comanche Peak past its prime, recent events in Ukraine illustrate clearly that nuclear power plants can be an Achilles heel in a time of war. Then there is the contaminated waste storage problem which is even harder to solve than excess carbon pollution. And, of course, there have been nuclear power plant accidents with extremely serious results.
Also consider that over the course of the 20 year term of the license, both military objectives and power generation will very likely undergo major changes. The facts to be considered may be very different before then.
So if you must grant a renewal, perhaps the term of the license could be shortened.
Whatever decisions you come to, please provide clear, current & easily accessible information, updated often, and on new and improved public platforms, perhaps online & recorded for anyone to view & hear after they take place. In addition please continue to allow & review public comments, on open platforms, throughout the process.
Thank you for your attention.
