TECHNOLOGY INC.

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC) Office of Investigations of activities involving Hawaii Testing & Technology Inc. (HT&T) in Kapolei, Hawaii. The investigation evaluated whether a former Regional Manager for HSI Group, Inc. (HSI) used, or caused the unauthorized use of, a radiography source that was possessed under HSIs NRC license for work performed by HT&T, an unlicensed company.

As a result of the NRC investigation, on November 4, 2021, the former HSI Regional Manager was indicted by a federal grand jury on four counts, including charges related to the subject of this investigation. On June 3, 2022, HT&Ts corporation was involuntarily dissolved by the Hawaii Department of Commerce and Consumer Affairs. In consideration of the criminal proceedings and HT&Ts defunct status, the NRC is not taking any separate, civil enforcement action against HT&T pertaining to this matter.

You are not required to respond to this letter. However, should you choose to respond, your response should be sent to the U.S. Nuclear Regulatory Commission, ATTN: Regional Administrator, Region I, 475 Allendale Rd., Suite 102, King of Prussia, PA 19406-1415 within 30 days of the date of this letter.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room and from the NRCs Agency-wide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html. To the extent possible, your response, should you choose to provide one, should not include any personal privacy, proprietary, or safeguards information so that it can be made available to the Public without redaction. If personal privacy or proprietary information is necessary to provide an acceptable response, please provide a bracketed copy of your response that identifies the information that should be protected and a redacted copy of your response that deletes such information. If you request withholding of such information, you must specifically identify the portions of your response that you seek to have withheld and provide in detail the bases for your claim of withholding (e.g., explain why the disclosure of information will create an unwarranted invasion of personal privacy or provide the information required by 10 CFR 2.390(b) to support a request for withholding confidential commercial or financial information).
