UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 MEMORANDUM TO: Kimberly Webber, Director Division of Safety Systems Office of Nuclear Regulatory Research FROM: Kenneth W. Armstrong, Chief Code and Reactor Analysis Branch II Division of Safety Systems Office of Nuclear Regulatory Research
SUBJECT:
Public Release of the NRCs Scientific Computer Code Investment Plan Scientific codes are used daily by the NRC, industry, academic, and international community to support safety, security, and regulatory decision-making. The NRC maintains, develops, acquires (from other entities such as the Department of Energy), and licenses scientific codes required to ensure the safety and security of the nuclear power plant operating fleet; spent fuel storage and transportation packages and facilities; fuel cycle facilities; nuclear materials; decommissioning activities; and expected new commercial nuclear power facilities activities.
These scientific codes support the independent technical basis development and are often depended on for confirmatory analysis in support of regulatory decision making.
The purpose of the enclosed code investment plan (CIP) is to proactively manage the agencys maintenance and development of its scientific computer codes through development and documentation of the investment strategies needed to meet current and future regulatory decision-making needs for the agency. By accounting for the scientific codes needs and the resource requirements, the NRC will continue to meet its safety and security mission, while also making the needed investments to be ready to regulate new and advanced technologies.
This CIP: 1) provides the NRC with an integrated management tool for its scientific codes, 2) informs future budget formulations, 3) stabilizes scientific code annual resource requirements, and 4) identifies human capital and staff expertise requirements. This plan is a living document with periodic updates as needed.
