U.S. NUCLEAR REGULATORY COMMISSION STAFF REVIEW OF THE U.S. DEPARTMENT OF HOMELAND SECURITY CONSULTATION REPORT FOR HERMES NON-POWER TEST REACTOR CONSTRUCTION PERMIT APPLICATION SUBMITTED BY KAIROS POWER LLC On April 20, 2022, the U.S. Nuclear Regulatory Commission (NRC) initiated a new non-power test reactor consultation with the U.S. Department of Homeland Security (DHS) for the Hermes Non-Power Test Reactor Construction Permit application submitted by Kairos Power, LLC. On February 22, 2023, DHS provided the NRC with a consultation report evaluating potential vulnerabilities.
DHS has completed this consultation report to meet the requirements of the Energy Policy Act of 2005, Section 657:
Before issuing a license for a utilization facility, the Nuclear Regulatory Commission shall consult with the Department of Homeland Security concerning the potential vulnerabilities of the location of the proposed facility to terrorist attack.
The NRC staff has reviewed the information in this consultation report to complete the consultation process between the NRC and DHS for the Kairos Power, LLC proposed new reactor location.
