As part of this 10 C.F.R. Part 54 initial reactor operating license renewal proceeding, on April 19, 2023, this Atomic Safety and Licensing Board held an initial prehearing conference in the form of an oral argument.* During the argument, Andrew Welkie, a member of the Atomic Safety and Licensing Board Panels information technology staff, received a chat message via Microsoft Teams from a member of the NRC Staff.
Given that the chat message could be considered an off-the-record communication by an NRC Staff employee to a Licensing Board Panel staff member about a disputed issue in the Comanche Peak license renewal proceeding, in accordance with 10 C.F.R. § 2.348(c) it is being served on all the participants to the Comanche Peak license renewal proceeding and made part of the public record by placing it into the agencys Electronic Hearing Docket.
