While the releases to the public have been below all limits, current industry guidance has shown to not prevent groundwater contamination. The most recent leakage found by Monticello (November 2022) shows that a large amount of tritium, in excess of regulatory limits, can leak into the groundwater without detection until after regulatory limits are exceeded. Monticello's most recent leak shows that just plain luck was the only thing preventing the groundwater from leaching out to public water resources (i.e. the Mississippi River). As part of the NRC's environmental review process, this issue and the lack of corrective action should be examined and the licensee should be required to implement preventative action to ensure that releases like this do not occur. There needs to be more defense in depth in the nuclear power industry to prevent leakage of tritium into the environment, not just monitoring wells and accepting known basemat leak-through.
