Dear Dir. Warden:

Reference March 13, 2023, letter to the Executive Branch.

Enclosed is an application (XSNM3066/07), dated February 27, 2023, received by the U.S.

Nuclear Regulatory Commission (NRC), from Global Nuclear Fuel - Americas, L.L.C.,

requesting to amend export application XSNM3066/06. The active license currently authorizes export of a cumulative total of 720,000 kilograms (kgs) natural uranium, enriched to 5.0 weight percent maximum, containing up to 36,000 kg uranium-235, as uranium dioxide (UO2), in various forms, to Mexico for a fuel reload at Laguna Verde, units 1 and 2.

The purpose of the amendment is to: 1) increase the quantity of natural uranium to a cumulative total of 925,000 kilograms (kgs), enriched to 5.0 weight percent maximum, containing up to 46,250 kg uranium-235, as uranium dioxide (UO2), in various forms; 2) extend the expiration date to July 31, 2028; and 3) remove Intermediate Foreign Consignee Instituto Nacional De Investigaciones Nucleares (ININ), Mexico.

This application requires Executive Branch review in accordance with 10 CFR 110.41(a)(6).

Also required are Project Supply Agreement (PSA) Assurances that the material will be subject to all the terms and conditions of the PSA agreement. Your assistance in obtaining the necessary assurances and the required Executive Branch review is requested.
